You can get a free view from Higashiyama Sancho Park, but the view is rather bad.
From Kyoto Station, the "Keihan Regular Sightseeing Bus Hop Bus" costs 1,500 yen round trip. Admission fee (500 yen for adults) is included.
If you walk the trail Higashiyama course toward Higashiyama Sancho Park, you can climb it in about 30 minutes. It requires a certain amount of physical strength. There is an entrance at Chorakuji Temple.
